Metro East San Fernando Valley Light Rail Transit Project

The Metro ESFV Light Rail Transit Project is a major transit investment extending along the Van Nuys Boulevard corridor, transforming one of the busiest arterials in the San Fernando Valley into a high-capacity, north–south light rail corridor. The project includes new light rail guideway, median rail stations, utility relocations, new traffic signal and ITS infrastructure, roadway reconstruction, and multimodal accessibility improvements along the 6.7-mile alignment. TJW worked with the project team, the City of Los Angeles, and Metro to prepare traffic analyses evaluating the anticipated road diet along Terra Bella Street between Nordhoff Street and San Fernando Road. The analysis addressed the relocation of an existing on-street Class II bike lane from Van Nuys Boulevard to Terra Bella to maintain continuity with the City’s Bicycle Master Plan, a change that required removing a vehicle travel lane. The study analyzed four roadway segments and ten signalized intersections using PTV Vistro and Synchro, forecasting traffic operations through the year 2040 to understand long-term effects under multiple scenarios.
